Build the wide base
Lay two square flats side by side and wall them both in, sharing the middle wall, to make a base two cells wide.

The trick
Step the tower in by one cell after the base, so the floor of the narrow part lands square on the wall-tops below and the wide part's lid becomes a rooftop terrace.

Step by step
1. Build the wide base
Lay two square flats side by side and wall them both in, sharing the middle wall, to make a base two cells wide.
2. Step in and add a terrace
Build a single new box on the left half only, then cap the right half with a red flat so it becomes a rooftop terrace.
3. Climb the narrow tower
Stack two more single boxes on the left column so the tower rises above the terrace.
4. Cap the top
Lay one red flat on the very top as the roof.
