The trick
The shrine's four walls land on the middle tile of the terrace, so the top block centres itself instead of needing to be eyeballed.

Step by step
1. Lay the base
Lay a 3 by 3 square of nine flat tiles on the floor.
2. Wall the base
Stand a wall up on every outside edge of that floor, twelve in all.
3. Cap the terrace
Cover the top with another 3 by 3 of flat tiles. That flat lid is the terrace the shrine stands on.
4. Raise the shrine
In the middle of the terrace stand four small walls and drop a lid on them for the shrine.
